On this large-scale, multiple release project we have provided both Siebel and Siebel Analytics consulting for the customer. The project has already spanned 4 years, and included 10 successful phases of development.

The customer was a government regulatory body, who required reorganisation of their regulatory registration system. Previously the system was disorganised and depended on numerous separate spreadsheets and databases, created and maintained in different regional offices. The main objectives achieved have been as follows.

• Unification of the business processes across multiple regional offices
• Creation of a system of shared information across the whole organisation
• Consolidation of the legacy systems to one business application
• Creation of online services for Regulated Organisations to submit self assessment data
• Management of queries from external organisations and the public
• Production of MI reports replacing a loose system of separate, regionally differing reports
• Increased User Adoption across many business functions

A single repository of all information about every organisation being regulated was created, so that in particular, it is now possible for senior management to have a complete picture of a regulated organisation in a single system.

Starting the project from scratch with no previous Siebel implementation, we undertook the first go-live within 3 ½ months. Through 9 further phases of development a project team of between 1 and 6 consultants has supported the customer in every level of the project life cycle, most recently successfully completing an update from Siebel 7.8 to 8.1. We have had such continued success that the customer is about to roll out to an additional 1000 users, with the intention of increasing that to 3000 in the near future.
